Are You in Control of Your BMCS?

Building Management and Control Systems (BMCS) underpin the reliable and safe operation of commercial buildings. The technology controls air conditioning, ventilation, lighting, backup power supplies and often, building security and access.

This Advisory Note explains why changes in how BMCS are now integrated into modern buildings can result in lack of visibility and control over this important infrastructure and explains what Facility Managers and building asset owners can do to reduce risk and improve operational resilience.

Integrated Networks Can Create Operational Risk

Previously installed as standalone systems, BMCS are now often integrated into corporate IT environments, utilising shared networks and infrastructure.

This technology integration provides centralised administration benefits and should produce increased system resilience and security, along with improved technology lifecycle management processes.

However, it can also introduce an operational risk to the facility where BMCS ownership, accountability and maintenance responsibilities as part of the larger system are not well defined or managed.

Without clear ownership and alignment between building operations and corporate IT teams, risks can emerge, including:

  • System outages caused by hardware failure or power disruption
  • Incompatibility between BMCS software and operating systems
  • Inadequate backup or untested disaster recovery processes
  • Security vulnerabilities due to outdated software or unsupported platforms
  • Legacy login access credentials.
  • These risks often remain hidden until a failure occurs.

Computing Infrastructure & Improved Ongoing System Resilience

A BMCS is only ever as reliable as the infrastructure that it operates on. This includes:

  • Server hardware and operating systems configurations
  • Networks and communications pathways
  • Backup, recovery and cyber security arrangements.

Historically, much of the process and support required to manage the underlying BMCS infrastructure sat external to the organisations corporate IT oversight and was managed directly by BMCS service providers. In an integrated IT environment this has changed.

BMCS installed utilising shared infrastructure run on virtual servers that are configured to utilise shared building networks and expected to comply with corporate ICT standards for security, patching and access control.

For Facility Managers, this creates a critical concern:

Who is responsible for ensuring the BMCS function remains secure, resilient and recoverable and is that responsibility being actively and adequately managed?

BMCS Management Planning

A BMCS Management Plan is recommended to address these concerns.

The starting point is a BMCS infrastructure and governance review to support the development of a plan. The review should provide a clear, site specific understanding of:

  • Clarify ownership and accountability: Responsibility for BMCS servers, operating systems, patching and access should be clearly defined between building operations, corporate IT and external service providers.
  • Ensure infrastructure is fit for purpose: BMCS platforms increasingly require enterprise grade computing, network resilience and power protection (e.g. UPS) to support continuous operation.
  • Plan for lifecycle and compatibility: BMCS software lifecycles are now closely linked to operating system support timelines. Hardware and software refresh strategies should reflect this reality.
  • Validate backup and recovery arrangements: Backups, disaster recovery procedures and autonomous system restart capability should exist, be documented and be tested periodically.
  • Align with wider IT and security strategies: BMCS should not operate in isolation from corporate ICT policies, particularly where systems are connected to shared networks or remote access solutions are used.

Addressing these considerations in a BMCS Management Plan that is regularly reviewed should reduce the likelihood of unplanned BMCS outages and the serious consequences for facility operations.
